Just weapon Speed. The skill is already the primary factor in determining the damage/effect, so the AP-cost is primarily based on the weapon. (This far, it’s facts.) As the damage is also offset by the passive skills, this remains somewhat balanced in every stage of the game – would skill levels also decrease AP cost, higher level players and foes could pull of an insane amount of actions per turn, and insta-killing an opponent would be much more likely, and take precedence over actual tactics. (At least that’s what I think.)
