Here are some groups of enemies that you may encounter, in order from weakest to strongest:

  • Gladiators (in Hopitan Arenas)
  • Volum Bandits (Volum Forest Road)
  • Hopitan Market Back Alley Thugs (off Market after completing Market Thugs Mission)
  • Volum Savages/Wolves (Volum Forest Clearing)
  • Volum Rangers (Volum Forest Ranger Fort – must complete Volum Mills Escort Mission)
  • Tuuk (Hopitan Sewers – down from Market after completing Tuuk Capture Mission)
  • Chaduk Scavengers (Chaduk Desert)
  • Martusan Gangs (Martuso Mountains)
  • Bornar Pirates (Port Forfare, north of Volum Forest – these guys are tough, for the love of ather don’t go up there unless you’ve at least got some skill levels in the 40s!)

This list doesn’t include special encounters in missions, just random and “hunting” encounters. Many places are not accessible until after certain missions are complete.

Personally, I’d switch #‘s 2 and 3, but maybe that’s just me.

Guess I’ll try the Volum Bandits on the Volum Forest Road… I’m doing pretty good against the Hopitan Market Back Alley Thugs already, but diversity in stuff-to-kill never hurts.

Were do the Tiasa fit into this? They seem to me to be stronger then the pirates.

Yup, the various Tiasa riff-raff is much stronger than the Forfare Pirates. Same goes for stuff on the other side of Martis. I’m not going to put that stuff on the list because by the time you get that far, you should be a little more comfortable with the game, and I don’t want to give everything away :)

If someone wants to start an Enemy Level Guide in the wiki with more detailed information, I’m fine with that.

Yes and no. Technically, yes. Practically, I guess it wasn’t intentional, as the forums do have such problems sometimes (especially with Internet Explorer Users) … although it is supposed to be fixed. Then again, that entry was of March 12th, so it’s literally half a year old and might have been posted before the fix.
